Full-Time | Monday–Friday | After-hours as needed, eligible for overtime
Current salary range: $60.15 - 73.12 per hour (Non-exempt) + Excellent Benefits
(COLA increase of 3.5% effective July 2026)

The Role

NapaSan is hiring a Safety, Training, and Fleet Maintenance Officer to oversee the District’s safety, employee training, fleet maintenance, and security programs. This role ensures compliance with OSHA, Cal/OSHA, and other state and federal regulations, conducts inspections, leads safety committee activities, and coordinates training on workplace safety and confined space entry. The Officer manages preventive and corrective maintenance for vehicles and equipment, oversees fleet replacement and compliance reporting, and administers facility security and access controls. Work includes both office and field duties, with occasional after-hours response to alarms or emergencies.

  • Highly organized safety professional with a strong passion for workplace safety, employee training, and reliable fleet operations
  • Solid understanding of OSHA/Cal-OSHA standards, confined space entry requirements, and safety best practices in industrial or public-works environments
  • Skilled at developing safety programs, conducting inspections, and delivering effective training to staff at all levels
  • Experienced in coordinating fleet maintenance, working with outside vendors, tracking compliance requirements, and managing vehicle procurement and reporting (including DMV, BIT, and CARB)
  • Detail-oriented and proficient with Microsoft Office, capable of building and maintaining comprehensive recordkeeping systems with accuracy and consistency
  • Excellent communication skills, able to work collaboratively across departments and independently solve problems in both field and office settings
  • Thrives in a role with diverse responsibilities, able to “hit the ground running” to elevate safety culture, streamline training, and modernize fleet and compliance documentation for the District
  • Valid California Class C Driver’s License
Key Responsibilities 
  • Safety Program Management 
  • Develop, implement, and monitor comprehensive safety programs and policies
  • Conduct facility and contractor safety inspections; ensure compliance with OSHA, ANSI, and other regulations
  • Lead routine safety committee meetings and prepare related reports and recommendations
  • Employee training 
  • Assess training needs and design safety and operational training programs for employees
  • Implement and maintain specialized programs such as Confined Space Entry training
  • Fleet Program Administration
  • Coordinate preventive and corrective maintenance of District vehicles and equipment
  • Manage vehicle replacement, procurement, and surplus disposal
  • Maintain detailed fleet records (fuel, maintenance logs, DMV registrations, emissions, and safety compliance)
  • Security and Access 
  • Oversee District security systems, alarms, keys, and access controls
  • Act as liaison for alarm and security vendors; respond to after-hours alerts
  • Administration and reporting 
  • Maintain regulatory compliance documentation (DMV Pull Notice, CHP BIT, CARB reports)
  • Prepare division budgets and assist with policy and procedural updates
Qualifications (any combination) 
  • Education: Associate degree in risk management or related field; coursework in industrial safety and hazardous materials
  • Experience: 4+ years in safety program development and training in an industrial or public works environment
  • Licenses/Certifications: 
  • Valid CA Class C driver’s license
  • Certified Safety Professional (preferred)
  • Ability to earn a Safety Management Specialist Certificate within 12 months
Work Conditions 
  • Office and field work; may involve confined spaces, exposure to noise, chemicals, and weather. 
  • Requires moderate to heavy physical activity and use of respirator (no facial hair per Cal-OSHA)
  • Occasional night and weekend response to alarms or emergencies
